Through in Two Program (formerly California Promise)
The Through in Two Program (formerly named the SF State CA Promise Program) is a two-year pledge program designed to support incoming transfer students who have earned an Associate Degree for Transfer (ADT) in completing their bachelor's degrees within two years. The program provides student participants with specialized educational planning support and priority registration for classes.
PLEASE NOTE: There is no financial aid associated with the Through in Two Program.
Eligibility Requirements for Fall 2026
To qualify for the program, you must:
- Be an incoming SF State transfer student whose first semester will be Spring 2026.
- Have completed an Associate Degree for Transfer (AA-T or AS-T) before the start of the Spring 2026 semester (January 21, 2026).
- Have your ADT (AA-T or AS-T) verified by SF State Undergraduate Admissions by February 20, 2026.
- Declare a major that aligns with an SF State-approved ADT pathway.
- Qualify as a California resident or hold AB 540 status.
- Submit an application to the program by Friday, February 20, 2026.
Application opens August 17, 2026. Check back then to apply.
Note: Applications are accepted only during your first semester at SF State.
For Fall 2026 admits:
- Application opens: August 17, 2026
- Application deadline: September 18, 2026
Eligibility is determined through ADT verification conducted by SF State
Undergraduate Admissions during the first semester. Priority registration
begins in the second semester, after ADT verification is complete and
program acceptance is confirmed.
Once accepted into the program, students must meet the following requirements to remain eligible:
- Attend one required Through in Two Program Welcome Session. Session dates for Fall 2026 will be announced by the program office.
- Complete at least 90 total units (including transfer units) by the end of your first academic year.
- Maintain a minimum 2.00 GPA each semester (including semester, cumulative, and SF State GPAs).
- Remain declared in an SF State-approved ADT pathway.
- Meet with an Undergraduate Advising Center academic advisor at least once per semester.
Maintaining Priority Registration
To remain eligible for continued program benefits, students must:
- Complete at least 90 total units (including transfer units) by
the end of the first academic year
- Maintain a minimum 2.0 GPA each semester (term, cumulative,
and SF State GPA)
- Remain declared in an SF State-approved ADT pathway major
- Meet with an Undergraduate Advising Center advisor at least
once per semester
- Participate in required program activities
An Associate Degree for Transfer (AA-T or AS-T) is required for program participation and is distinct from a standard associate degree (AA or AS). Your ADT must be verified by SF State Undergraduate Admissions during your first semester. To confirm ADT status, consult your community college counselor or contact SF State Undergraduate Admissions.
Students who declare a major that aligns with an SF State-approved ADT pathway, and have earned the relevant AA-T or AS-T, can complete their SF State bachelor's degree in 60 units. The Through in Two Program leverages the approved ADT pathway, by assisting students in finishing these 60 units within two years through providing participants with priority registration for classes and specialized educational planning support.
Students must remain declared in a major aligned with an approved ADT
pathway to qualify for and continue receiving program benefits.
Why don't I have priority registration yet?
Priority registration begins in your second semester, after your ADT
has been verified and you have been accepted into the program.
What do I need to be eligible?
